Prepare the sauce to garnish the pasta. in a small pot over medium-low heat, Combine balsamic vinegar, honey, and juice from 1/2 blood orange. bring to a simmer.
Assemble your bowl. first add pasta, next top with tomatoes and goat cheese. Top with salmon and pour the sauce over the fish and pasta. (note: pour as little or as much as you'd like)
Garnish with fresh basil and a little more goat cheese.
